Glasper seeks emergency powers

In an e-mail distrubuted districtwide,
Chancellor Rufus Glasper, detailed new
plans to deal with the budget crisis affecting the Maricopa Colleges. These are excerpts from the e-mail sent out Jan. 15: “We are asking the Governing Board to approve an emergency policy that allows
me to create a process to be able to take
actions during the fiscal year, such as reductions in compensation and/or benefits,
layoffs, or reductions in force so I can decrease spending to match revenue projections.”

“This process will supersede all processes
regarding reductions in force reorganizations,
layoffs, compensation and benefits that now exist as part of policy manuals or administrative regulations.”

“All other processes would remain in
effect. A reduction in force is used when
there is no expectation that affected employees will be recalled to work within six
months. A layoff is used when such an expectation
exists.”

“Such actions might include elimination
of programs that would not require
a separation of employment; salary and
other wage, stipend or benefit reductions,
potentially including professional growth;
a voluntary separation program that may
include a monetary incentive; re-assignment
of employees to vacant positions,
where applicable; reduced work schedules;
multi-campus assignments; reassignment
to other duties beneficial to the District;
and temporary shutdowns.”

The governing board will meet to address
Glasper’s request on Jan. 27.
